Official Phuket condominium assessment rates

A reproducible English-language Phuket extract of Thailand Treasury Department statutory assessment-rate records, distributed through NHIC. These are not market prices.

Do not use this as a price index. One row is an assessment-rate table record for a condominium, building label, floor or range, and use category. It is not one physical unit, an asking price, a registered transaction, a market valuation, current inventory or a tax bill.

Selected exact-category findings

The table intentionally uses only the exact Thai source labels ห้องชุดพักอาศัย and ห้องชุดพักอาศัยตากอากาศ. It does not merge the source's 108 spelling, whitespace, balcony, parking, commercial or mixed-use variants. Medians are weighted by assessment-rate records—not by condominiums or homes.

Official Phuket condominium assessment-rate medians for residential and holiday-residential source categories in Mueang Phuket, Kathu and Thalang
Official statutory assessment rates in THB/m² for two exact source categories. All source rows are retained; removing the 3 marked exact duplicate-equivalent rows leaves all six displayed medians unchanged. The project-created chart is reusable under CC BY 4.0; the underlying official data retains its Open Data Common terms.

Denominator dictionary

  • Source rows (4,707): records selected from the full official dump by numeric CHANGWAT_CODE=83.
  • Eligible value rows (4,707): rows with a positive integral VAL_AMT_P_MET. Excluded value rows: 0.
  • Distinct condominium IDs (304): unique Treasury CONDO_ID values; not a count of units, buildings, owners or transactions.
  • Duplicate-equivalent rows (3): later rows identical across every original field except CKAN's internal _id. They remain in the dataset and main calculations and point to the lowest prior datastore row ID.
  • Cell denominators: every published district × category row reports both assessment-rate record count and distinct CONDO_ID count.

Source, rights and method

Source owner: Thailand Treasury Department. Official distributor: National Housing Information Center (NHIC). Processing and English documentation: Kvartiry-Phuket. This page is not sponsored or endorsed by Treasury, NHIC or NHA.

The builder downloads one complete official CKAN DataStore dump, verifies all 122,112 rows and the exact source schema, hashes and pins that full dump, and then selects Phuket locally with numeric CHANGWAT_CODE=83. The source's VAL_AMT_P_MET is retained as an official statutory assessment rate in THB per square metre.

NHIC metadata labels the package Open Data Common, classifies it as public data and states no access condition. The official DGA licence standard maps Open Data Common to G0. The full source dump, source extract and cleaned derivative remain under the source's Open Data Common terms. The project-created chart is separately available under CC BY 4.0 with Kvartiry-Phuket attribution. Editorial explanation is not part of the government dataset licence; the vendored Noto Sans font remains under the SIL Open Font License 1.1.

The source filename is condo_all_20240805.csv, the resource page reports a 2024-08-14 data update, and package/resource metadata use 2024-08-15. No per-row or effective assessment year is published, so this release does not call the values current.

Data-quality notes

  • Floor/range field: 578 source strings contain Thai month abbreviations, consistent with spreadsheet date coercion. They are flagged but never reconstructed or converted to floor numbers.
  • Use categories: 108 exact strings appear in the Phuket extract. The analysis does not silently normalise variants.
  • Subdistrict sentinels: 170 rows contain the literal string NULL in a subdistrict field. The source text is preserved.
  • Duplicates: 3 exact content duplicates are marked, not deleted. Duplicate-excluded sensitivity medians are published in the aggregate metadata and match the displayed medians.
  • No mixed-use headline: there is no overall median across balconies, parking, residential, commercial, pool and other heterogeneous rate categories.

Downloads and reproducibility

Rebuild command: python3 src/build_official_assessment_values.py --check. A network refresh is a separate fail-closed operation and cannot silently replace a changed source dump or rights record.

How this differs from asking-price data

For advertised seller asking prices, use the separate Phuket condo asking-price research page. The two datasets have different owners, licences, observation units and meanings and must not be joined as if assessment rate minus asking price were a market discount.
